If you are talking about Google SMS channels, then they don't charge
anything.
Send sms as:
ON followed by channel name,
to:
+91-9870807070.
Such as:
On NAB_helpline
Even you can subscribe online, by visiting google sms channels, then by
finding the right channel, then login with your google account.
