you are right, he has only criticised local authorities for not
spending alocated funds. as you rightly put, commissioner's
credentials need to be questioned. , I think, this news provides an
opportunity for disability groups to meet him and question on both
fronts. and lobby for proper implementation of the alocated fund in
the intended spheres.
