All good wishes for 2011!
There has been a great deal of debate amongst some of you in the disability
sector about the mandate of the Committee.The Committee has been asked to do
a particular task by the Ministry, and we are only intent on completing it
to the best of our ability.  The mandate of the Committee is only to replace
the existing PWD Act and bring it in in harmonisation with the CRPD.
The Committee has recommended to the Ministry that other legislations have
also to be brought in consonance with the CRPD.  In what sequence the
process of amendment/ harmonization is to happen is not for this Committee
but the Ministry to decide.
The Committee has been given an extension till 31st March to complete it
work. The proposed National and State Level consultations will take place
within February followed by consultations with a legal panel. The State
level Consultations will be done through the National Trust SNAC Centres/
Disability Commissioners offices in partnership with a State level
DPO/NGOwho will be invited to the National consultation. The dates
will be
communicated to all of you as soon as they are finalised.
Any query beyond the mandate given to the Committee should be directed to
the Ministry.
Please send your suggestions on the present working draft directly to me and
I will ensure that the Committee  discusses these and gives a feedback to
you.
