there are 32 things that you should check: 1- does dropbox is being start with your system? to check this, go to the system tray, do the right single click button , and look under preferanses menu. 2- make sure that file you want to share is a single file, i mean, it is a zipped file or a single software, song, document etc. dropbox never allows you to copy public links for the normal folders. hope this helps.
