I uploaded what was provided. It is unfortunate that whosoever created this
file did not have the awareness about font and screen reader issues.
And I am afraid I don't have any tool which could make it readable.

The PDF file of Hindi version of bill is not accessible. It can not read
by Hindi Jaws. The bill should be available in Hindi unicode.
