I guess, the petrol allowance which you are talking about is given to all
person who are working in the government sector. This is the facility
provided by the Central Government for there employees and not for any
particular reservation.
I am saying this because, this petrol allowance is given to my father too,
and he doesn't fall in any such reservation. Yes, but he is a Government
employee.

One of my friends who is working in SBI told me that petrol allowance
is 1000 per month
one should own vehicle for this.

Yes a visually challenged person can avail the vehicle loan, The only
compulsion is the vehicle should be registered in RTA office with the
name
of the visually challenged person.
