Our ministers and beurocrats don't use the word "handicappedd" precisely while formulating the plans for concessions and other welfare schemes.They should be more specific about the disabilities coverd under the term " handicapped". While anouncing such plans and policies the words " physically handicapped" may be used for the orthopedically handicapped, " perceptually handicaped" for blind, def and mute individuals and "mentally handicapped" for persons with psychosocial disabilities. I am aware that concessions are available for "mentally retarded" in some
trains.

Our team was denied concessions because we were travelling by
Jan-Shatabdi. Only in 2011 budget concessions in Rajdhani and Shatabdi is
announced. And that is why this discussion has started.
