I have used German film with a rubber mat throughout highschool, which was a long time ago for my geometry needs. Saksham (www.saksham.org) may stock geometry equipment. You can also contact foreign suppliers such as the RNIB (www.rnib.org).
If you are looking to draw shapes on the computer, then Microsoft Logo could be an option worth investigating. Alternatively, look at the Iveo technology from Viewplus Technologies. If you need your son to draw graphs, then try using Microsoft Excel for a start. AAR is another package that could be used to plot graphs though it does require the user to learn its syntax.
