Apart from UPSC fiasco, banks are also not behind.
Muthu, Vijay and some other blind friends have been denied interview or have 
been recalled while undergoing medical exams as IDBI  from where Our Honorable 
K. ramakrishna retired as GM  while being totally blind, thinks that assistant 
manager's post is only for low vision. Even government of India also seems to 
have legitimized this, as I had written when IDBI had issued corrigendum  and 
also had written live on VIB when we witnessed that corrigendum in operation in 
Muthu's case.
So, NGOs, including AICB, please read on.

Of course, VIB-India fully supports the cause.
I had written on the group live when this was going on and had also outlined 
legal arguments.
To reiterate
1. Identification is flawed as many totally blind are successfully working as 
assistant managers/POs in various banks.
2. Identification is merely illustrative and not exhaustive, so appointments 
cannot be confined to posts identified for a particular category if a candidate 
has successfully qualified for the post.
This state of affairs is being  made explicit under the new rights of persons 
with disabilities act.
3. Equality of opportunity in public employment is a fundamental right under 
article 16 of the constitution and it cannot be thwarted by restrictive 
identification etc. more so, when a person has duly qualified for the post and 
there are a host of  similarly situated persons working successfully.

Moreover, a disabled person is entitled to claim a place in the vertical lists 
viz: Open competition, OBC, SC or ST, as the case may be, and if she/he has 
obtained requisite marks, then such a place in the vertical lists cannot be 
denied on the ground of disability or that a person is only entitled to 
reservation for PWD..

Dear All,

During last few weeks, an important issue which has drawn the
attention of many of us in the visual impairment sector is the denial
of appointment to the blind by the IDBI Bank on the post of Assistant
Manager, a post, which, according to the Bank, has been identified
only for the low vision. Through this communication we would like to
assure our visually impaired friends that All India Confederation of
the Blind (AICB) is actively working on this matter over a period of
last few months. When the IDBI special recruitment drive 2010
advertisement first came out, we approached the Office of the Chief
Commissioner for Persons with Disabilities challenging that
advertisement because though 96 vacancies were reserved for PWDs,
sub-category vice distribution was not provided. It was in response to
our petition that 54 vacancies were earmarked for the visually
impaired, though only for the low vision. That corrigendum has also
been challenged by us. The Bank contends that the post of the
Probationary Officer has been reserved for the low vision only (which
is a fact on record). We have found a legal basis to challenge that
contention both through the Executive and judicial channels.

We are sending a representation to the Secretary, Ministry of Social
Justice & Empowerment pointing out the discrepancy in identification
of posts along with a request for correction. Simultaneously, we are
exploring effective ways of judicial redressal of our grievance
against IDBI on the issue of recruitment of the blind. In case you
