My brother is going to appear for his third year Bachelor of Mass Media
(BMM) final examination from 30 March 2011. As his college has arranged to 
schedule the second year BMM exams on the same days, he is not able to take 
help of his regular writer who studies in second year BMM.

I was wondering if there is any circular or regulations which prohibit colleges 
from scheduling second year exams on the same date as the third year exams. If
