Let me tell you first thing first: A blind student definitely can do
BA Hons., MA and PHD  in Economics. It's one of the most sought after
subjects.
there are quite a good number of blind economists who are working as
economists and consultants.

Coming to the second point, yes economics does have a lot of
diagrams/charts/graphs: a blind person can reasonably well handle
these issues using different tactile devices/printouts/sheets, etc.
Depending on your university syllabus/curriculum system, like, for
example,, many universities don't make maths and stats compulsory
unless one majors in econometrics. Economics has got many other
branches, like, industrial economics, growth and developmental
economics, agricultural economics, etc., which don't have heavy
maths/stats papers. But I personally feel that one should opt for
economics only if he/she has at least some basic maths and statistics
background because without that it'll be very difficult to grasp the
advanced concepts of economics or do the economics analysis
effectively.
