Last date for submission of applications is 19-04-2011. But in this notification reservation to Pesons with Disabilities has not been give. Instead it is stated that “As the duties of the post of Panchayat Development Officers is Executive in nature, Persons with Disabilities are not capable of performing these duties and as per Government Order No. dated 07-07-2009, reservation to Persons with Disabilities has not been given for these posts. Hence Persons with Disabilities are not eligible to apply for this post”. In the same manner last year also applications were invited for Panchayat Development Officers and reservation was not given to Persons with Disabilities. On what grounds Government order dated 07-07-2009 states that the Persons with disabilities are not eligible to perform the duties of Panchayat Development Officers? Who has decided that the Persons with Disabilities are not eligible for this post? There is not base for this order. Here the Persons with Disabilities Act 1995 is violated. The Pesons with Disabilities are deprieved of their opportunity. Therefore, Friends, I request you to kindly publish this matter in the Print, T.V. media and draw the attention of the Government to with draw the Government order dated 07-07-2009 as well as the Notification dated 18-03-2011 to re-notify the post of Panchayat Development Officers post by giving 5% reservation to Persons with Disabled taking into account the 5% of previous years recruitment to the same posts as back log, all put together 10% reservation to Persons with Disabilities. As per the Persons with Disabilities Act there is 5% reservation to Persons with disabilities in C and D Group posts. K.V.Rajanna State Commissioner.
