Good to have the rule. However, I am dismayed at it. Firstly, It seems quite old without any updation. Secondly, it clearly mentions accompanied by escort, whereas we have, at other places, clear provision of concession with or without escort. I had posted the same many days ago, in AI, from railway website. Thirdly, it mentions "completely blind", without clarifying what the phrase means. Fourthly, concession in AC classes is not at all mentioned.
I am of humble opinion that if we produce the said rule, we would more be in trouble than being facilitated. We must search for latest rule on the subject, even though it is in process of getting amended, as DIDI has promised concession in rajdhani and shatabdi.
