Thanks for pointing the mistake. It was an overlook on my part.

We had this document since 2007, which we got from the railway CPRO when we 
interviewed him for our show on the subject. 

Somehow I always turned a blind eye to the missing provisions in this rule 
inspite of knowing availability of concession in upper class and also to solo 
travelling blind person. 
The reason for overlook was I think I was too happy to get hands on such a 
document, which also brought to light other provisions such as certification by 
a RMP, written rule saying a blind person need not go personally to the booking 
counter, etc. And when recently I found the hindi version of the rule in my old 
stack of forgotten papers, I was excited to get it typed and share it with the 
world without giving a critical look at it.

I am passing on this correction to my colleague who manages the content of our 
website, so that he removes the document from the website.

Good to have the rule.
However, I am dismayed at it.
Firstly, It seems quite old without any updation.
Secondly, it clearly mentions accompanied by escort, whereas we have, at 
other places, clear provision of concession with or without escort.
I had posted the same many days ago, in AI, from railway website.
Thirdly, it mentions "completely blind", without clarifying what the phrase 
means.
Fourthly, concession in AC classes is not at all mentioned.


I am of humble opinion that if we produce the said rule, we would more be in 
trouble than being facilitated.

We must search for latest rule on the subject, even though it is in process 
of getting amended, as DIDI has promised concession in rajdhani and 
shatabdi.

One more useful information is that for availing concession of 50% in AC 
first/second, the code to be fed in system is BLESCU

Even though railway website while checking fare, gives the code "Handicapped 
higher class AC I ii"

Many of us have been denied or have faced resistance on some or the other 
filmsy grounds from railway booking officials to give ticket on concession 
given to blind people.
This concession is given as per rule 101 clause 9(1) and 9(2) of Indian 
railways. Reading it enlightens us about so many provisions which we never 
knew and also dismisses few silly reasons to deny us ticket on concession.
