Hi Rajesh, Thanks for pointing the mistake. It was an overlook on my part. We had this document since 2007, which we got from the railway CPRO when we interviewed him for our show on the subject.
Somehow I always turned a blind eye to the missing provisions in this rule inspite of knowing availability of concession in upper class and also to solo travelling blind person. The reason for overlook was I think I was too happy to get hands on such a document, which also brought to light other provisions such as certification by a RMP, written rule saying a blind person need not go personally to the booking counter, etc. And when recently I found the hindi version of the rule in my old stack of forgotten papers, I was excited to get it typed and share it with the world without giving a critical look at it. I am passing on this correction to my colleague who manages the content of our website, so that he removes the document from the website.
