Dear Mohith, Following are the rules for scribes in the state of Karnataka. It clearly states that the academic qualification of the scribe can be higher than the candidate if they are from different academic streams. There is a G.O the number of which is given at the bottom.
The regarding scribe for blind students at school and college level are as follows: *Facilities to provide scribe and extra time to Visually Impaired Students in all public examination* * * * *The department of school education and college education have granted the following facilities to V.I. Students with the aim to compensate the effect of their disability in obtaining formal education up to best possible extant- A. The visually impaired students are allowed to appoint scribe for writing their answers in all public exams at school, college and university level. B. The scribe of visually impaired examinees may be senior to the examinee Provided that the faculty of both shouldn’t be same. For example a student of Msc. may write the examination of blind examinee of B.A or B. Com., C. One hour extra time is given to blind examinee in all public exams of 3 hours. D. The blind students are allowed to choose optional subjects in place of maths and science at school level.
