NIRD courses on mainstreaming of differently abled people in development :Aug 1-6 and Sept. 12-17 Course on "MAINSTREAMING DIFFERENTLY ABLED PERSONS IN DEVELOPMENT" (1-6 August, 2011) Course Brochure Center for Equity and Social Development National Institute of Rural Development Rajendranagar, HYDERABAD- 500 030 Need: According to the Census 2001, in India, there are 2.19 crore persons with disability (PWD) which accounts for 2.13% of the total population. PWD are among the most marginalized sections of society cutting across caste, creed and community. They belong to a heterogeneous group composed of those born with a disability and those who acquire disability due to micro-nutritional deficiencies or disease or accident or the trauma of life events. Most people with disabilities are poor and the highest concentration of poor people with disabilities are in the rural areas. Because of the prevailing lack of understanding and concern for them, rural persons with disabilities particularly those who are members of poor families, are most vulnerable to economic and social handicaps. Before eighties, the only mode of rehabilitation available to this section was institutional rehabilitation. After eighties, a new approach known as "Community Based Rehabilitation (CBR)" has come to vogue. And this followed a series of measures initiated by the Government for the welfare of the disabled. Among them the most important initiative was passing of the Persons with Disabilities (PWD) Act, 1995, which envisages equalization of opportunities, protection of rights and inclusion. Since the passing of the PWD, ACT 1995, the Government has also been emphasizing on the community based rehabilitation. To bring the PWD in to the mainstream society a combination of both community based and welfare oriented programmes are very essential. It is in this context that the present training programme is planned. This course is mainly addressed to officers working in the government sector and non-government sector for the development of PWD and mainstreaming them in development. Objectives: 1. To sensitise the participants about the need and approaches to mainstream the persons with disabilities in development ; 2. To create awareness about various rights and entitlements made available to them including PWD, Act 1995; 3. To discuss the latent potentialities of Persons with disability. 4. To highlight the problems of persons with disabilities in the context of human right initiatives. Content: Different approaches and strategies for bringing PWD into development process, community based rehabilitation, inclusive and participatory development, UN convention on the rights under PWD, Rights and Entitlements of PWD, provisions of PWD Act 1995, equality of opportunity, measures for socio-economic empowerment of PWD, creating barrier free pro-environment, success stories and , best practices from the field. Training Methods: Participative method, lecture-cum-discussion, panel discussion, case study presentation, class room exercises, video films, field visit to the areas of best practices. To Reach Campus: The participants arriving by trains may alight at Secunderabad I Nampally (Hyderabad Deccan) or Kachiguda railway stations. From all these railway stations direct auto rickshaw services are available to reach NIRD campus located at Rajendranagar. The maximum distance from Secunderabad Station to NIRD Campus is 26 kms., from Nampally 18 kms. and from Kachiguda Station it is 17 kms. About NIRD: The NIRD is an apex organization under the Ministry of Rural Development, Government of India (GOI) for training, research, action research and Consultancy in rural development. It is the think tank of the Government of India on issues pertaining to rural development. The Institute serves as a forum for discussion and debate about issues of common concern, attracts academics and development practitioners from all over the country and abroad. It is recognized nationally and internationally as a 'Centre for Excellence in Rural Development' in general and Centre of Excellence in HRD Research and Training by the UN-ESCAP in particular and has been actively engaged in international training, workshops and Consultancy during the last four decades. NIRD trains more than 4000 senior level administrators, planners and rural development functionaries every year. The NIRD has conducted more than 800 research studies in various issues related to rural development since its inception and has brought out more than 250 publications. Location: The Institute is located in the serene rural surroundings of Rajendranagar, about 15 kms. away from the historical city of Hyderabad in Andhra Pradesh in the southern part of India. It is well connected by road, train and by air. Facilities: The Institute has a well organized and fully computerized library with a collection of over 90,000 volumes. To meet the growing managerial and research needs, the Institute has a fully equipped computer lab with the state-of-the-art technology. All the training programmes of the Institute are residential and board and lodging facilities are provided in the Institute's well furnished Guest Houses. The Institute has a Health Centre with two resident doctors, a Community Health Club, with modern equipments as well as facilities for Yoga under a trained instructor. Well equipped sports complex with recreation facilities like Tennis, Badminton, Table Tennis, Indoor games and Swimming pool are available for the participants. The City: Hyderabad, the capital of Andhra Pradesh State, is a picturesque sprawling city located about 1700km to the south of New Delhi, India's capital and nearly 800 km to the east of Mumbai, the business capital of India. It is situated at an elevation of about 536.6 meters above the sea level and enjoys pleasant climate almost throughout the year. The city has many majestic historical monuments, mosques and marvelous minarets. The world's famous monuments Charminar an imposing structure with 53 meters high minarets is an attraction of the city, the historical Golconda Fort is located. The Salar Jung Museum, the world's largest one man collection, displays amount 35,000 antique and art objects. The Nehru Zoological Park was set up in 1959, as a natural habitat of all types of birds and animal species, spread over 300 acres of undulating landscape. Its Lion Safari Park is the first of its kind in South Asia. The Lord Venkateswara temple on the hilltop of Kalapahad is a structure of grandeur and magnificence in marble blending with different architecture designs. The city also has one of the world's largest monolith statues of Lord Buddha, the incarnation of peace.
