Two days before the Central Board of Secondary Education (CBSE) conducts its
Central Teacher Eligibility Test (CTET) 2011, a visually impaired candidate
moved the Delhi High Court with the help of a social group on Friday,
contesting a "special arrangement" for visually challenged candidates that
required them to produce an additional certificate of disability.
Score Foundation and Prateek Jain, a candidate appearing for the CTET on
Sunday, approached the court through their counsel, Pankaj Sinha, for
quashing the advertisement issued by the CBSE on April 9. The advertisement
had not mentioned any measures, such as providing visually challenged
candidates with extra time to produce the certificate.
Jain had subsequently made several communications with the CBSE and the
latter finally came up with a notification this month, which read that the
Board had made special arrangements to provide amanuensis, besides 30
minutes of additional time to visually impaired candidates in appropriate
cases.
It further stated: "Such candidates have to make their request in writing to
the centre superintendent concerned one day before the examination, between
9 am and 1 pm, and produce a disability certificate as confirmation of their
impairment and need for a scribe. Otherwise, they should produce a
certificate that the candidate is unable to write the examination as
certified by a medical officer."
The petition condemned this condition and dubbed as unfair that they had to
bring a note from a doctor despite the fact that the candidates already
possessed disability certificates.
The petition has also sought direction for passing an adequate guideline
regarding the scribes, extra time and other facilities for candidates with
disabilities. The court is expected to take up the petition for hearing on
Saturday.
