I am also looking for android phone that meets the above requirements.
I did a bit of research only on net (not physically tested any phones)
and came with following results

First we need to explore the various android phones abailable in
indian market along with their price range
To fullfill this requirement refer this link

Though this list is not complete but it captures the market sense and
tells which company is offering android phones at reasonable prices

Secondly considerations on brand value and the range at which it
offers phones I shortlisted four  companies
viz.
1 Samsung
2 LG
3 Acer
4 Micromax

Thirdly coming to the requirement of qwerty keyboard There is one clear runner
I am quoting from the below link

But you get version2.2 froyo in samsung

Another option from samsung itself is
Samsung Galaxy 551 I5510 – 3.2-inch touchscreen Android Mobile with
Slider QWERTY keypad
Though I suppose that a slider keyboard would be difficult to take out
everytime you want to operate the phone.This is available at 9800

All samsung android phones do have some touch UI interface but it
needs to be checked wheather it has  accessibility issues

eyesfree.org does not recommend using android with touch interface.
But some people here do use it without much difficulty with optical
trackpad
Other alternatives from Samsung which seems to have optical trackpad
(from seeing its image on the net)
with touch screens are :
Samsung Galaxy 3  --- 3.2-inch touchscreen Android mobile
Samsung Galaxy 5
 Samsung Galaxy Pop
 Samsung Galaxy Fit

Considering competitions
Acer 's phones have 1.5 or 1.6 android os on them with resistive touchscreen
Android Androida60 also has resistive touchscreen

Research on LG was not done due to lack of time and  partially due to
having decided that  Samsung Galaxy Pro B7510 could be the best choice
for me.
