I have not heard of it. There is no such rule laid down by UGC
probably, it depends upon the policies of the said university where
you are registered, so far I know you can register for a distance
course while pursuing one fulltime course. But as per policy of most
of the  universities one can not register for more than one regular
course in the same or any other university.
I filed a RTI application in UGC and HRD simultaneously regarding this
issue that "weather is there any rule which allows or prohibits any
candidate to pursue two different courses simultaneously in one
academic year from two universities, if yes than how, if no than what
may be consequensis of such degree so earne": both replied there no
such rule has been formulated by them, however universities rule will
be applicable in this regard.
Therefore as I have read the rules of the different universities and
policies they provide that student must not be registered in any other
course in this univeristy or any where. DU, which doesn't require
migration certificate in various courses but provides that student
must  not be registered in any fulltime course, otherwise university
has right to cancel the degree so earned.
