I can't say much about Tamil.
Malayalam has to be improved much.
Espeak reads Malayalam in a somewhat Tamil accend.
I shall get back to you with more details after asking one of my friends
who uses it extensively.

It was some time back, I had put on this list, seeking volunteers,
for development of speech synthesizers for other regional language
on, E-speak platform.
Sad, to say, there were no volunteers for it. We expect others to
find solutions to our problems.
No technical expertise is expected from the volunteers. We can still
have Bengali synthesizers if we have volunteers. It is also open for
other regional language where synthesizers are not available.
Anyone interested in volunteering in the development of speech

On e-speak synthesizers are now available for Punjabi, hindi, telugu,
tamil, Kanadda, Malayalam.
