Hello All I am in fact disturbed to see the circular exempting disabled persons from writing departmental tests for promotion.
I have as yet not gone through this circular, however, what is it one trying to achieve out this gesture. 1 Is it that the disabled unable to clear the basic promotion tests? 2 Would he command any respect from his subordinates? 3 Would he command any respect from his superiors? At one hand when we demand equality, then, how can we get elated with such circulars? In my view this circular needs to be denounced with the same ferver as one opposes provisions that discriminate us and does not respect our abilities. Naveen, if I were you, I would certainly go to write the departmental promotional tests despite this circular. I would demand reasonable accommodation with respect to having a level playing field. I would also encourage your other disabled folks to take this path. Harish Kotian.
