Dear sir I am also very happy to know that the advocate is positive about
getting the stay order for the upcoming clerical exam on 27 Nov 2011.

At least, I have not read out any such term and condition on the
advertisement published by IPBS for clerical exam.
I think this information is totally wrong. someone has apprised you on
this without being informed properly or some people are trying to misguide
others.
The advertisement was different, the post is different, the examination
date is different. What is the logic behind not accepting or rejecting the
Application?

I've come to know that if a person who fills the Clerical application
also, his previous application for the post of PO will be
rejected/dismissed.
