hey, I recharge all my family members' phones using rechargeitnow.com and haven't experienced mobile number verification any time. The service providers include TATA Indicom and Vodafone.
I have also recharged through service providers' (TATA Indicom and Vodafone) websites and found them accessuble and hastle-free. Of course, online banking sites (not sure if all but a number of them) offer mobile recharge options.
