Most of these devices seem to be priced quite high - they scare me
away. Could you suggest something that might be priced within the
range of rs. 4000 or so?
And, How would you rate zoom X in terms of accuracy (If that question
makes sense)? I ask as this hardware is the one that's available in
the University of Hyderabad's library. It seems that totally blind
people can't scan books on their own with that hardware. The
alternative to Zoom X is the Cannon scanners that appear to be rather
slow.

Best is a very relative  term. If you are scanning books then consider
camera scanning appliances such as the Perl camera or the readit wand. If
you want a flat bed scanner, go for Plustek scanners.

In scanners, blindness is not the problem. The problem starts with the
accessibility of the OCR and scanner related software.
