Well 1 can create question after question. What i personally feel, is for a 
totally blind like me, ear plays a vital role especially in mobility. If u use 
raincoat with cap on ur head covering ears, u vil find difficulty d sameway u 
take umbrella not much, but d problem is still der. Better dont carry such 
things like laptops knowing dat it is risky. Try some other options

How will a visually chalenged person go alone in a bus during rainy season?
If he is alone in that place and he doesn't know a single person he
can ask someone but that wont resolve the problem.
If he is having a laptop , a cane and another bag then how will he travel?
Wont he need a sited assistance during this season?
When he is alone in that place How can he believe all?
What if someone tries to trick him?
I just wanted to know about it.
