Per my understanding, it's the development environment that matters.
For example, we use Visual Studio 2010/2008/2005 for development using
.Net languages like VB .Net, C#, etc. C/C++ has its own IDE. Let me
also clarify that Oracle and SQL Server are largely used database
systems while HTML is a markup language for web pages.

If the development environment is accessible, then one can think of
learning a programming language that is supported on it. Let me tell
you that Visual Studio is quite accessible (maybe not 100%). I used to
write C/C++ code in Notepad and compiled and run it through command
prompt as its IDE was not accessible. Maybe newer versions of JAWS may
read that, I haven't had a chance to try it out.
