I would actually endorse CCPD's suggestion years back that Sign/thumb impression on cheques should be attested by bank official at the time of issue itself, though this does not restrict the kind of cheques a blind person would issue. Remember over optimism about biometrics some of us were showing about three years back when these guidelines were being drafted and I had pressed for the above mechanism? Well, where is biometrics even now? Actually whole adhar project based on biometric verification is being shelled, and one of the factors is unreliability of biometric verification of identity....
So, chequebook is still a contentious area and one way is to have signature attested by Bank officials. XRCVC has just uploaded the circulars however eyeway and Paratik's website have them and also they have been posted on accessindia several times. These guidelines were inspired by accessindia and were the contributions of members at that time. Unfortunately 3 years later the same problems seem to haunt the visually challenged.
