There is no prescribed procedure or format of RTI. However, some points should be kept in mind while drafting. Recently I've filed a RTI in MCD office. I'm pasting the same. I hope that it would be of some help.
Dated: 26/12/2011 To, The Public information officer, Department of Town planning Municipal corporation of Delhi, 13th Floor Dr. S P Mukherjee, Civic Center, J L Nehru Marg, Minto Road, New Delhi-110002 Sub: Seeking The Information Under The RTI Act 2005 Regarding The Construction And Management Of Tactiles Engraved/Affixed On The Pathways Of Delhi University Campus Sir, As you know, that the new pathways were constructed in the north campus of Delhi university Delhi 110 007 right before the Commonwealth games 2010, and Yellow coloured tactiles were affixed on the said pathways to help the blind/visually-challenged commuters and students to commute easily and confidently. But, instead of providing safety to the visually-challenged commuters, these same Yellow coloured tactiles are causing great sufferings to the blind/visually-challenged commuters, and they are getting injured in day-today bases only due to the fact that these tactiles have been affixed in such a manner, that they are directly aligned with trees, polls, and narrow gutter openings!!! On the backdrop of aforementioned facts, kindly provide the following information as per the subject of this RTI application. 1. Furnish the copy of the guidelines/notification/rules/regulations/laws on the bases of which these tactiles were affixed. 2. Furnish the information regarding the govt. authorities, agencies, private contractors, if any, and person or persons under whose supervision these tactiles were imported, prepared and affixed on the said pathways. 3. Were the govt. authorities, agencies, private contractors, if any, and person or persons vested with the responsibility to construct the concern pathways and affix/engrave these tactiles on the said pathways, sought any advice/recommendation of any agencies, authorities, and/or person/persons having the skilled knowledge and expertise in this field? Kindly furnish the copies of the emails, letters, faxes or any other electronic or traditional means of communication by which such advice or recommendation was sought. 4. If the expert advice was sought from the agencies and person/persons, kindly furnish the names of such agencies or person/persons as the case may be, with their complete details of prior work experience in this field. 5. Kindly supply the copy of the recommendations made by the expert agencies or persons on the bases of which these yellow coloured tactiles were engraved and affixed on the said pathways. 6. Supply the names of the authorities, agencies, and persons who approved and finalized the: a. Final construction of concern pathways; and b. Fixing and/or engraving the yellow coloured tactiles on such pathways in such a manner, as these tactiles are intentionally aligned with trees, polls, and narrow gutter openings. 7. Keeping in view the fact that aforesaid barriers are causing great hardships and may pose an eminent danger such as severe head and leg injuries resulting into fatal consequences to the visually-challenged students and commuters, kindly furnish the following information: a. According to the rule/regulations of your department, and according to the law, under what time your department shall take the concrete action in this regard, and remove the said barriers? b. Furnish the names of the persons of your department with their designation, complete official address, and telephone numbers who according to your department are responsible for taking the corrective actions in this connection. 8. The postal order of Rs.10/- favouring the concern authority of your department is attached with this RTI application. 9. I, do hereby declare that aforesaid sought information does not fall under the restriction laid down under the sections 8, 9and 24 of the RTI act 2005, and to the best of my knowledge it pertains to your office. Kindly furnish the information as soon as possible and within the 30 days as time frame stipulated under the sub-section (1) of section 7 of the RTI act 2005 act no. 22 of 2005.
