They are supposed to follow the building byelaws which have some accessibility provisions. And I have noticed that in general it is possible for wheel chair users to access most parts of the mall. Actually, they want customers to be able to carry the shopping cart and therefore provide lifts and ramps everywhere. Can't say much about disabled friendly toilets and accessible signages though.
