Why this personal traffic on the list? Why can't this be done by a private

Dear friend, Such instrument do exist, here in Delhi Lajpath rai
market one of the biggest electronic market of india I have been
seeing such instruement for past 7 years and one of my neighbour who
is blind is using for past 5 years. The only problem is it does not
read the name but tells the number 4, 5 times. its price was Rs.500 4
years back present price i do not know, but I have seen many V.I.
