Sir, whether this change would bring cheers on disabled people's faces or not, let leave this on time. But, DM of State's capital as special secretary in disabled wellfare department can be analysed in two ways. 1. there is a possibility SP higher echelons may have punished him for being loyal to BSP having coming to power. 2. Disabled concerns and issues must have struc a cord in Akhilesh's heart, hence abled administrator has been appointed to look after their concerns. Hope second understanding may have made an impact in his mind to transfer him as special secretary.:)
