 Greetings!

We have been regularly asked by the people on our helpdesk about a clear 
distinction between low vision and blind. Our current PWD act provides quite 
clear definition of blindness but there is no clear definition of low vision 
people. Hence, it becomes difficult to know up to what percentage of impairment 
the person is considered low vision and after that he is considered blind. Is 
there any rule regarding this which establishes a clear distinction between the 
two?
