Well, it appears to be a typical systemic problem of undue legalese. We may discount the institution of banking ombudsman itself but try to find out what sections they have referred to and what can be done about it. At least banking ombudsman in AP has taken initiative to do some good by asking us to sensitize people about the institution and its purpose...
Let us explore the peculiar reply further. What was the complaint about and what sections they are trying to refer to.
