I downloaded and installed the application, it is indeed a great tool to have 
for a visually impaired person. Only wish that you  could control the speech 
rate of the announcement on it. Otherwise a wise investment for an instal.

  You can use Speaking Clock application. It can speak time in 30
  languages and you can set alarm as well. There is a possibility to
  configure time speaking interval within 60 minutes. For e.g. you can
  set the speaking time interval of every 15 minutes. It is a free
