try the following:
1. on the desktop press jaws key+j folowed by u c, this will open
default.jcf file.
2. open the settings menu and press enter on text processing.
3. press tab until you reach on number processing.
4. press down arrow and select read digits as pairs.
5. press ok to confirm your changes.
6. save the file and close jcf window.
these settings are for jaws 11 and lower versions. jaws 12 onwards,
configuration settings will appear as treeview, on the treeview select
desired option.

However, I would like to jaws to read numbers as pairs of digits instead
of individual numbers.
For instance, I want it to read 12345678 as
12 34 56 78 and so on.
As users of talks know quite well, we can set talks to read it quite
easily in options.
I want similar facility with JAWS.

I am not sure how exactly this will solve your problem, but you can give
it a go.
Press the key combination Insert+V to bring up the JAWS QuickSettings
dialog box. Navigate to where it says Number Options. Under number
options, use the down arrow to where it says Speak Number threshold. Use
your spacebar to toggle with the options there to best suit your
preference. According to JAWS here is what the setting does in this
option:
This group contains options that control how JAWS pronounces numbers. Use
this option to set a threshold value for JAWS so that a number string is
read as individual digits. For example, if a string contains five or more
digits, JAWS will announce each digit as a standalone number. The string
54321 is read as 5 4 3 2 1.
This is useful when reading long number strings such as telephone numbers,
serial numbers, and part numbers. Note that this rule will apply under the
following conditions: the number string is not preceded by or followed by
an alpha character, and it does not contain a dash, colon, decimal, or
slash to separate the digits similar to what is used for telephone, time,
or date formatting. If you want to override the dash exception of this
rule, select the Dashes option located next in the Numbers Options.
Other values for this option are Six or More Digits, Seven or More Digits,
Eight or More Digits, and Controlled by Synthesizer. When the latter is
selected, the current synthesizer determines how numbers are read.
The default setting is 5 or more digits.
