I got the same by continuous effort and approaching the higher education
secretariat of Government of Karnataka for all the state universities within
the state of Karnataka when Smt Shobha Nambisan was the Principal secretary
to the government for the Higher education Department.

Thanks to the good work of Ms. Parimala Bhat and the Snehankit Helpline, the
Mumbai University has removed one obstacle faced by blind / low vision
students while giving University examinations. In the old system, the
candidate had to approach the University after carrying the necessary
permissions form their respective principals to the University. The
University would then give them a permission letter which they would have to
carry to their centre.
In the new system, the Principal of the student's college would write to the
Chief Conductor of the Centre.

CIRCULAR:-
Sub:- Provide writer and extra time to those students who are Blind, Low
vision. Physical Handicapped and suffering from Dyslexia, Dysgrapia,
Dyscalculiaand other equivalent diseases
A reference is invited to the Circular No. Exam/1123 of 2004 dated
16th September, 2004, No. Exam/ Benefit/4077 of 2011 on the above mentioned
subject and the Principals/Dean of all affiliated colleges, Heads of all
University Departments/Recognized Institutions, professor-Cum-Director
Institute of distance and open learning and I/C Co-ordinator & assistant
Registrar, sub-centre at Ratnagiri and Thane sub centre’s are hereby
informed that as per the resolution passed by the Board of Examination vide
item No.8 at its meeting held on 27th March ,2012 the principals of the
affiliated colleges Institutes,Teaching departments of the university now
have to take the responsibilities of their students to issue the permission
letter to engage the writer and extra time as stipulated in the Government
Circular No. USG/2004/(86/04) Vishi-4 dated 7th August, 2004 and
No.(kk@iz&7@ys(kk@06&07@2941 dated 20th December,2006 to the candidates
suffering from Dyslexia, Dysgraphia, Dyscalculia, Physical Handicap, Low
Vision and Partially Blind candidates and other equivalent
diseases/disabilities appearing for the University examinations at
undergraduate/postgraduate as also diploma courses conducted on behalf of
the University.
They are requested to inform the concerned candidates accordingly and
follow the procedure as laid down in the above referred government circular
which is issued on the basis of the direction of Hon’ble High Court
Judicature at Bombay. Hence, issue the necessary instruction to the chief
Conductors and Jr./Sr. supervisor at the various examinations conducted by
the University or the examinations conducted on behalf of University at the
colleges, Institutes, Centres and the University Teaching Departments.
By the directions of the University authority, they are therefore
hereby asked to take entire responsibilities of the candidates those who
fall under the above mentioned categories. Incase if they fail to cooperate
with the above mentioned categories students, the entire responsibilities
shall lie with the Principals/Directors/Centers and Heads of the teaching
departments of the University.
