Most of the decisions here regarding the bus concession are arbitrary except in the buses belonging to the Delhi Transport, where one can obtain a bus pass in simply 10 rupees for 6 months (the price may have been revised because it's been a very long time I avail this facility). having said that, for the buses belonging to the private sectors, it's completely arbitrary, sometimes the passengers refuse to take a ticket and quite often the conductors themselves don't charge even if you are willing to pay for the ticket. The same applies even to the metro feeder buses.
