Subject: copyright issues RE described videos

I had a question RE copyright issues when it comes to video
description. Suppose i make an audio description for lets say a movie,
and only put up the audio file along with the audio description in mp3
format, will i be violating copyright norms. I am curious since i am
making the information available  in accessible format for a specific
population.
Can someone throw more light on the copyright regulations in context
of making books/ videos accessible.
