Greetings from Eyeway Helpdesk!

 

We require information and suggestions for one of our helpdesk callers related 
to accessibility issues he faces in his work due to his blindness. This caller 
works in a Central School (KVS school) as Lower Divisional Clerk (LDC), where 
most of his responsibilities involve paper work. His deliverables include 
maintaining register for incoming and outgoing letters, making school leaving 
certificate and Bonafide certificate, assist the UDC in financial matters, 
sending biodata to the regional office of those teachers who are transferred 
to/from his school, and letter drafting. 



Amongst all his responsibilities, he is able to make a bonafide certificate 
most independently as it has to be typed in computer and print it. He is unable 
to make the Transfer certificates, as it has to be filled in triplicate on a 
printed format each having a unique number. We suggested him to take help of 
Prashant Verma to make MS word templates for it. His other work too is partly 
or wholly using papers where he needs   sighted assistance for dictating data 
from such hard copy. 



Consequently, most of his work is unwillingly done by an Upper Divisional Clerk 
(UDC). He is daily busy only for a couple of hours, and only able to assist the 
UDC by furnishing data in the computer, and doing some sundry jobs such as 
photocopy, handling admission queries, etc which are not his main deliverables. 



His difficulties has now  increased more because his principal is insisting him 
to bring assistant at his own cost, but we know that it is the responsibility 
of the employer to provide reasonable accommodation.    



What we want to know is though the post of LDC is identified for a blind person 
in the list issued by the ministry of social justice and empowerment in 2007, 
but how would a blind person do it given so much inaccessibility in such jobs. 
What are the possible solutions, how are other blind people working as LDC 
delivering their responsibilities. How can he be helped in such a situation?
