I have used ebay.in and couple of times have also used Global Easy Buy
(GEB), so my opinion is centered around ebay.in, not ebay.com.
In most of the cases, Ebay just acts as an intermediary between the buyers
and the sellers. The sight is fairly accessible with very little issues  in
my experience.
Ebay offers it's services free of cost to the buyers and the buyers are
protected from the sellers who do not offer good service.
The buying and selling transactions are handled by a vendor called PaisaPay
in India for Ebay and PaisaPay accepts all major payment modes like debit
card, credit card, online bank transfer, mobile cash etc. PaisaPay services
are free to the buyers, but sellers are charged some fees when anything is
sold on PaisaPay. Paying through PaisaPay is always secure because:
A)      Seller gets paid only when the buyer confirms that he or she is in
receipt of the item.
B)      The buyer can request the refund from the seller if the product is
not delivered within the time specified or if the item is not as mentioned
in the listing on Ebay.
C)      PaisaPay is more convenient to the seller because it accepts payment
through a wide variety of choices like major bank's debit and credit cards,
net banking, mobile cash etc, which the seller cannot offer on his or her
own to the buyers.
D)      PaisaPay also offers EMI options to the  buyers. Again, this is good
for both sellers and buyers.
Some sellers even offer other types of payment modes like cheque, DD etc,
but these transactions are not guaranteed by Ebay, and the buyers are not
protected in this case.
Anyone can become a seller on Ebay. No initial registration chargers for the
sellers, but the sellers have to pay if they want to list  their sales on
Ebay and if they avail other extra tools like Ebay shop etc.
You will have to register yourself before you can buy or sell on Ebay, and
your profile on ebay will have ratings which will increase over time when
you receive feedback from the buyers who buy from you or the sellers from
whom you buy. The more positive feedback ratings you get, the more you are
trusted from your buyers and sellers. You can leave feedback to your seller
once you have completed the transaction. This will impact his or her rating
on Ebay. Before you leave a negative feedback, it is a good idea to discuss
with the seller, and seller may try to make your experience more positive,
but if even after that you are not satisfied, you can leave feedback as you
wish.

Pen camera (32GB internal memory) for RS. 700 (that was a bid which I won)
Nivea Men's deodorant 150 ML for RS. 186
Segate Portable HDD - 1 TB for RS. 4,857
Remington electric dual head shaver with trimmer for Rs. 3,800
Transcend 4 GB pen drive for RS. 438 in 2011.
Original replacement USB syncing cable for apple iPod shuffle for RS. 299.
Bluetooth mini keyboard for smartphones and PC for RS. 786.
Foldable flexible silicone Universal Bluetooth keyboard for RS. 1,450

if anyone on the list has used this site to make any purchase online, please
share your experience with respect to the service, delivery, product
reliability etc. because so far i have used www.homeshop18.com
www.starcj.com and www.naaptol.com www.letsbuy.com now refered as
www.flipkart.com amongst these sites, i have very good experience with
homeshop18 and letsbuy.com  but i was not satisfied with starcj online
shopping and completely disappointed with naaptol as they had delivered the
product once in broken condition. this might be the unfortunate time with me
as i do not claim to be the same experience to others. but now i would like
to know about the experience of yours regarding ebay as the item for which i
would like to place the order is not available with any other sites
mentioned above.

so please share your views about the captioned subject in addition to the
safety measures to be considered while making the purchase from this site as
the concept of this site is bit different than the sites i mentioned for my
earlier shopping.
