Hi Heeru, How frequently do you need to change the org chart? Most of them are made in Microsoft Visio. I do not know of any blind user who has created drawings successfully in Visio but that does not mean it cannot be done. You will need to know some programming though since you will have to use the Visio object model.
Another way to do this is to use SVGDraw01 from http://www.dickbaldwin.com. This however is a tedius approach since you will have to do a fair bit of math to line things up. There used to be a program called all clear which was used for flowcharting which you may be able to use. Again, you would need to script. You may want to ask this question on the blindmath list or one of the easi lists that deal with math and diagram accessibility.
