Hello,
Your friend can do MA from IGNOU. Ask him to contact Regional Centers in Mumbai. If the website is not accessible, he can contact justdial services to take the number and address. Regarding, accessible text material, once he get the admission, he will have his enrollment number with which, he can register to a portal, "egyankosh.ac.in". Here he can find and can download his course books in PDF or TXT, along with the assignments. But yes, doing MA in Economics is not an easy job, as I have heard there are lots of graphics, diagrams and mathematical calculations. He will definitely need sighted assistance, so that he can get acquaint with all of the mentioned above and can explain well in his exams to the writer. Note, he will have to arrange writer for him on his own. Or else, it also depends on the college principal.
Please feel free to contact me me if you need any specific information.
Regards!
