As stated in the notification:
      "Only such candidates who obtain the minimum required marks in each 
Paper, separately, will be considered for final preparation of result.
      However, the final qualifying criteria for Junior Research Fellowship 
(JRF) and Eligibility for Lectureship shall be decided by UGC before 
declaration of result."
        The second half of the text rests the discretionary power of 
deciding'Revising  the eligibility criteria for both, the JRF and NET  with 
UGC.

OK but in my subject(law) every third person is likely to have more
then 100 marks in third paper, which may be good marit for the award
of JRF. It mean government has to give JRF in bulk, may be government
doesn't has such money to invest on educational purposes.
