Which bank or banks have ATM in your university campus?  Which university
you are talking about? As of now State Bank of India and Union Bank of
India have installed talking ATMs.  So if your ATM is of SBI or UBI it can
be done but if other bank then you need to pursue that bank.  Its bank that
can install ATM not ATM manufacturer.  For your information currently NCR
Corporation has a proven talking solution deployed on field.
