Don't know about getting braille books free of charge but i recall few
years back nab mumbai had the service of braille library where i use
to order the required braille books and send it back to them after
reading. For this service, they use to charge very nominal rate of
rs10 for subscription. Not sure they still have this project.

If you are ready to spend the amount, then i would strongly recommend
approaching aicb for getting various books as there may be other
sources too but not aware really.
I had also once the opportunity of browsing the catelog of nfb
bahadoorgarh and nivh and they too had the long list of braille books
but not sure about their service but i was really benifited from the
multiple titles offered by aicb.
