did you format the disk? still having the same problem? please list out the
antivirus and other similar software utilities that are running on your
computer. some protection softwares may be having continuous access to the
files on the drive.

Here i would give a advise but not 100% sure will work with your drive
or not, still try once
connect it with the another PC, and try to format if not happening
than keep connecting restart the computer and than try, hope will be
done. actually i have tried with my pendrive many times.
