Dear list members,
There are a substantial number of Physically challenged employees working in Bank of Baroda just like other PSU Banks. With a view to facilitate such employees to be able to perform as per their potential and capabilities and also to provide an enabling environment to them, I have been contemplating for a while to have a uniform policy in this regard in the Bank. In this context, I had put up an approach paper to our head of HR who has very willingly given his approval to dovetail these matters in to a full fledged policy document to be placed before the BORD. I am pasting below the pointers [extracted from the approach paper. Will have to detail out each of these pointers to include them in the policy. I request you to kindly give your valuable suggestions / views on these pointers and whether any of the pointers needs to be added or deleted. Kindly note that this policy is not only for persons with Visual impairment but for PH employees across all the categories. --- Pointers for inclusion in the Policy on "Work Place Inclusion for the Physically Challenged employees" Provisions/facilities proposed to be included in the Policy " The policy would be titled as" policy for Work place inclusion of the Physically challenged employees" and would encompass the following provisions: * Creating an enabling and barrier-free physical environment in the premises like having ramps for people using wheelchairs (to begin with, at major administrative centers / big branches of our Bank); having lifts / elevators with auditory / sound systems, etc. This is also a requirement prescribed by Banking Code and Standard Boards of India. * Providing assistive technology like screen reading computer software,. (JAWS/ NVDA) and scanner, etc. to the visually challenged employees. * Providing hearing aids to the people with hearing impairment * Providing other physical aids in big branches and offices like wheelchair for use in offices/branches to orthopedically challenged employees/customers. * Installation of railings at every corridor/ side walls of Branch/ Office premises to facilitate the Visually Impaired employees as also some Orthopedically Handicapped employees with a view to minimize their dependency level. * Extending certain enablers to these employees like allowing 1 escort (not from the Bank) to the employees who find it difficult to travel alone for on duty travel outside headquarter. * Proper work allocation / identification of certain jobs which the employees with different physical impairments can do / eliminating those jobs which they cannot do. For example, The services of Visually Impaired Officers can be utilized at RLF/ SME LF/ CBOs [these are the loan factories / Back offices of our Banks] wherein they may be entrusted with the job role of analyzing proposals and give their views/ opinion on the viability of the project. Alternately, their services can be utilized at Training Centres depending on their capabilities for imparting training. We can also identify more assignments/job roles in different functions / units of our Bank which can be performed effectively both in clerical as well as officers' cadre. * Conducting periodical conclaves for physically challenged employees so as to keep them engaged and to listen to their aspirations, their participation in Bank's journey. * Providing training [whether functional / computer /attitudinal training ] * Sensitizing the superiors and colleagues of the physically challenged persons through various communication channels. * Incorporating / clearly elaborating the guidelines for placement / deployment of the physically challenged employees in the transfer / deployment policy of the Bank. * De-linking from Staff Welfare fund, the provision of providing special aids and facilities (like hearing aids, artificial limbs, etc.) to the physically challenged employees * Providing not more than 10 Special Casual Leave in a calendar year to the Physically challenged employees to enable them to attend any Medicsl treatment/ therapy pertaining to their physical impairment. This is also as per the directives of the Ministry of finance. I request you to kindly revert to me with your inputs at the earliest. Thanks and warm Regards, Nikita V.
