Congratulations to him. But I've heard from undisclosed sources that He is legally blind and have made it in general category. I don't know him so no further comment. and if I am right, there were 10 posts to be given to qualified blind candidates, but alas, UPSC again reneged, and like previous times true totally blind candidates will have to recourse to the Courts the highest body at the table of governance.
