If you only want to extract the Iso image to copy it's contents, use any compression applications like win rar. However on the other hand if you want your computer to treat it like a virtual DVD or CD, then use power Iso. Power Iso allows you to create a virtual drive where you can mount a virtual disk image without having to burn the image on to a physical disk but still make the computer behave as though you have a real disk inside a drive.
