Sunday, May 26, 2013, 7:07 IST | Agency: DNA Dhaval Kulkarni The state Information Technology (IT) department has developed a new software to assess five types of disabilities; visual, hearing, physical, mental retardation and other mental illnesses.
The Software for Assessment of Disabilities, Maharashtra (SADM) provides doctors in 42 district hospitals, general hospitals and medical colleges with login details to access the system. The doctors, who are deemed eligible to issue the certification by the State, are required to enter details about the applicant based on which the percentage of disability for the patient is calculated by the system. The disability certificate will then be generated. "There is no space for fraud," said an IT official. As of Friday, 10,737 people were issued disability certificates using SADM technology out of a total of 16,855 applications. Also, 1,715 rejections were meted out. So far, 74% of the assessments have been completed. An official from the IT department said, "The software was developed to eliminate malpractices and to ascertain that persons suffering from disabilities could receive available benefits without problems. It will make the system transparent." Disability certificates issued by the State can be used to avail concessions and benefits in education, jobs and to apply for various government schemes made available for the disabled. The new system also links the applicants details to the Unique Identification Authority of India (UIDAI) data. The Aadhaar card data process has made exceptions for fingerprinting in case an applicant without hands. The state government had also written to the Centre offering to share the software with the Government of India and other states.
